Pujiang County, Jinhua City, Zhejiang Province, is the hometown of Hong Xuntao, the author of " Shen Bi Ma Liang". Pu Yang Xiao ( Ma Liang Primary School ), a hundred-year-old famous school, is Hong Xuntao's alma mater, with the Hong Xuntao Memorial Hall inscribed by Gu Xiulian, former vice chairman of the Standing Committee of the National People's Congress.
Mr. Hong Xuntao not only created excellent fairy tales represented by " Shen Bi Ma Liang", but also created a large number of theoretical works represented by " Fairy Tales". Mr. Hong Xuntao was enthusiastic about the cause of children's literature education. In the early 1980s, the " Fairy Tales Guide" teaching reform experiment at Jiandaoping Primary School in Fenghuang County, Hunan Province, which was enthusiastically supported and guided, made it a typical fairy tale teaching model with nationwide influence. In 1988, Mr. Hong Xuntao personally presided over the nation's first children's " golden phoenix" fairy tale writing contest, cultivating a large number of new children's literature writing.
In order to commemorate the 60th anniversary of the creation of " Shen Bi Ma Liang" by the fairy tale master Hong Xuntao and the 30th anniversary of the " Fairy Tale Guide" educational reform experiment supported and advocated by Mr. Hong Xuntao, and to promote the cause of children's literature education in the motherland, many units and academic organizations such as the China Children's Literature Research Association decided to jointly hold the award ceremony of the second national children's " Pastoral Children's Cup" fairy tale creation contest and the first national primary school fairy tale teaching observation seminar on April 12, 2016 in Pujiang County, Zhejiang Province.
