I think this requirement is necessary.
For one thing, students wearing school uniforms gives them a sense of belonging and adds to their sense of honor of their school. A student in his school uniform will be more likely to behave himself in public places for the sake of the honor of his school.
For another, school uniforms save the student the trouble of choosing what to wear every day, leaving him more focused on his lessons.
Further more, school uniforms might help prevent students from comparing their clothing with others and offers some sort of protection of the pride and confidence of those from low income families.
Of course, school uniforms should be designed to the taste of most students. In this regard, some school uniforms need to be improved.
